We put the conduit pole into the slightly wider PVC pipe, and I held it in place with a vertical level while Peter packed the dirt in around the PVC pipe. Then we used a ladder to put the end cap on the pole and added metal hooks in the hole and added the lights to the S hook. Center a same-height piece of 1-inch-diameter PVC pipe inside and fill form around the pipe with concrete.
